He is a senior partner and director of the law firm Mendoza, Arias,\nValle &amp; Castillo (MAVCLEX).<\/p>\n\n\n\n<p>Rub\u00e9n Castillo is currently president of the National\nCouncil of Private Enterprise (CoNEP), as well as a business consultant in\nbusiness management and labor relations. He has participated in the negotiation\nof numerous collective agreements, acting consistently in court in defense of\nthe private sector, and the list is much longer.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" loading=\"lazy\" width=\"2560\" height=\"1920\" src=\"https:\/\/www.thevisitorpanama.info\/eng\/wp-content\/uploads\/2022\/08\/IMG_7936-scaled-1.jpg\" alt=\"\" class=\"wp-image-4705\"\/><\/figure>\n\n\n\n<p>A top guest who has given The Visitor time in his busy\nagenda, especially given the latest events that our country has experienced recently.\nIn this exclusive interview we collect the feelings of this outstanding\nPanamanian professional about private enterprise, tourism and the national\neconomy.<\/p>\n\n\n\n<p><strong>How much does\nprivate enterprise contribute to the economy of Panama and what are the\nchallenges it has been facing in recent years?<\/strong><\/p>\n\n\n\n<p>\u201cThe private sector is the\nlargest job generator, and also develops conditions to promote progress and\ndevelopment in all levels of society. Our economy has a free enterprise system\nthat allows creating, innovating and undertaking. These are essential elements\nto advance as a country and that the private company is its main protagonist.\u201c<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" loading=\"lazy\" width=\"1920\" height=\"1280\" src=\"https:\/\/www.thevisitorpanama.info\/eng\/wp-content\/uploads\/2022\/08\/panama-canal-4055796_1920.jpg\" alt=\"\" class=\"wp-image-4706\"\/><\/figure>\n\n\n\n<p><strong>What actions\ndo you suggest to encourage private investment of both local and foreign capital?<\/strong><\/p>\n\n\n\n<p>\u201cWe have to generate a strong chain,\nwhere we all focus on positioning Panama as a tourist destination. It is\nimportant that local governments also understand that tourism is essential to\npromote employment and social development. However, it is vital that basic\nservices work properly so that the tourist experience is the best. Tourism\ncannot be promoted if there are areas where garbage is not properly collected\nor water does not reach them.\u201d<\/p>\n\n\n\n<p><strong>How can we\nalign all sectors of the country so that there is coherence in the actions and\nchanges that the country requires?<\/strong><\/p>\n\n\n\n<p>\u201cFirst of all we must have a\ncommon roadmap. Today more than ever we must become obsessed with generating\nemployment and also focus on human development. An essential element is education\nbecause without it we will not be able to connect with the future or make the\ncountry more competitive.\u201d<\/p>\n\n\n\n<p><strong>If 80% of\ntourist attractions are located outside the Capital City, how can private\ninvestment reach these areas?<\/strong><\/p>\n\n\n\n<p>\u201cWe must decentralize\ninvestment in these sectors. However, to achieve this, it is also important to\nhighlight and promote all the tourist destinations in the interior of the\ncountry to generate the desire and appetite on the part of the tourist to visit\nthem. This will also help prevent the migration of people from the interior to\nPanama City and will contribute to the uniform development of the nation.\nAnother important point is to invest in all levels of the economy of these\nareas to generate true tourist destinations.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" loading=\"lazy\" width=\"1280\" height=\"853\" src=\"https:\/\/www.thevisitorpanama.info\/eng\/wp-content\/uploads\/2022\/08\/conep-1-1.jpeg\" alt=\"\" class=\"wp-image-4707\"\/><\/figure>\n\n\n\n<p><strong>In what ways\nis Conep helping micro and small entrepreneurs to stay in the medium and long\nterm?<\/strong><\/p>\n\n\n\n<p>&nbsp;\u201cConep is a guild of guilds. When we have\nspoken of economic reactivation, we have raised the need to encourage this\nsector since small, micro and medium-sized companies constitute almost 90% of\nthe business fabric. It is also clear that there is a group of entrepreneurs\nand innovators who will help the country to be more competitive.\u201d<\/p>\n\n\n\n<p><strong>Which\neconomic sectors have more opportunities to achieve greater growth and economic\ndevelopment?<\/strong><\/p>\n\n\n\n<p>\u201cTourism offers many opportunities as Panama has incredible history, a diverse culture and spectacular sites. However, we need to invest in promotion, if people don&#8217;t know, they won&#8217;t think about doing tourism in Panama.
